THE JOB
Hatch is currently seeking a Senior Project Procurement Manager for our Calgary Office; this position reports to the Project Manager. The Senior Project Procurement Manager will lead establishment and management of procurement policies, strategies, plans, procedures and systems. Additionally, this role will manage procurement functions including purchasing, expediting, quality surveillance, logistics, contract formation, contract management and materials management including associated budgets. Other responsibilities include, but are not limited to:
-Establish global sourcing strategies for the project and develop purchasing and construction packages, including modularization and identification of critical and long lead equipment/materials, in association with the Construction, Engineering and Controls Managers.
-Optimize global sourcing strategies by using knowledge in Hatch's supplier database, forward global spend plans across Hatch's portfolio of projects and Hatch's best value sourcing capability, all consistent with client procurement, commercial and local content objectives.
-Assist scheduling of purchasing and contract packages and participate in the preparation of the detailed estimates and the control budget.
-Establish the procurement plan that describes policies, strategies and procedures for procurement, including set-up and use of iPas, and ensure compliance by all functions.
-Prepare and finalize commercial terms and conditions for construction contracts and purchase orders.
-Prepare bidders list for purchasing and contract packages, using the Procurement Summary Status Report (PSSR) to manage progress.
-Manage enquiry processes and prepare joint technical/commercial recommendations to award contracts and purchase orders.
-Prepare and execute contract/documents.
-Establish the required levels of expediting and storage for all project equipment and materials.
-Develop and implement a supplier quality surveillance program in association with the Project Quality Manager and Engineering Manager.
-Ensure that all customs duties, taxes and related matters are appropriately addressed.
-Establish and manage transport and logistics strategies for modules, equipment and material.
-Lead implementation of materials management techniques and procedures , supported by iPas, to ensure appropriate material control from engineering through procurement to planning, warehousing, allocation and installation on site.
These positions will be located in our Calgary office.
THE CANDIDATE
The ideal candidate will have a University degree, preferably in engineering or commerce, as well as a minimum of 15 years of relevant work experience. Applicants should have:
-Experience on major projects.
-Excellent knowledge in all procurement functions.
-Capable of exercising considerable judgment and initiative in interpreting policy for the planning and implementation of procurement assignments.
-Proficiency in English (spoken and written); knowledge of local language, an asset.
-Dynamism, autonomy, and ability to deal with competing priorities and manage time appropriately
