Project Engineering Manager - Dover North Commercial Project (DNCP)
Based in Calgary and operating in the bitumen-rich oil sands near Fort McMurray, Alberta, Brion Energy Corporation (formerly Dover OPCO) are supported by the unmatched financial backing of PetroChina, one of the world’s largest energy companies. Located approximately 95 kilometers northwest of Fort McMurray, the DNCP will utilize SAGD technology and a phased construction strategy with an ultimate design production capacity of 250,000 bbl/d of bitumen. DNCP will recover an estimated four billion barrels of bitumen over its projected production lifetime of 50 years.
Phase 1 (of a series of 5 phases) of the project will be developed initially with a construction execution plan and strategy and targeted construction completion with “first steam” in 2017. It is expected to produce 50,000 bbl/d. Project planning for construction is underway with expected site construction to commence in Q1 2015. This position is a permanent, full time role and will appeal to candidates that are seeking an opportunity in a company with long term, aggressive growth plans. Reporting to the Senior Project Manager and functionally to the Engineering Manager, the incumbent will be responsible for ensuring that all engineering aspects of the project such as safety, scope, quality, costs and schedule are met. The position will drive owner participation in coordinating all engineering processes and technical elements. In this way, the incumbent will collaborate among all engineering disciplines, addressing and consolidating work progression ensuring timely status reviews, decisions, feedback and overall performance. Your specific responsibilities will include:
In the project initiation stage, to:
-Provide technical leadership to the feasibility study: assess the technical viability of the ideas / opportunities.
-Coordinate appropriate research / development work.
-Examine and shortlist the available options.
-Conduct preliminary life cycle value assessment (LCVA).
Recommend the preferred options and provide a conceptual scope (basis for the development of DBM).
In the project DBM stage, to:
-Interface technically with the internal stakeholder groups for source data generation, validation and formation to be used as inputs to the project.
-Work with the engineering contractor to complete the engineering items following Brion Energy’s stage/gated project execution process; technology selection; process studies and process design conditions; battery limit table; class of facility study; engineering design criteria; plant layout, etc.
-Ensure the content and quality of the engineering documentations delivered is at the level required by the company.
In the project EDS stage, to:
-Provide leadership to the full-time / part-time discipline engineers supporting the project.
-Provide overall technical integrity responsibility in the project from owner’s engineering perspective.
-Collect input from and champion discussions with Brion internal stakeholder groups.
-Lead the revision of project engineering specifications and the update of project design guidelines / criteria.
-Coordinate the owner, leading technical decisions and engineering specification deviations.
-Ensure the engineering deliverables will support a successful execution of the project detailed engineering.
In the project detailed engineering stage, to:
-Lead Brion’s project discipline engineers to monitor the engineering contractor’s work progress and quality of work.
-Interact with the engineering contractor’s engineering manager, project engineers and discipline leads on a daily basis, ensuring the technical inquiries are being addressed in a timely manner to facilitate achieving the desired engineering work progress in line with the project schedule requirements.
-Audit the engineering contractor’s deliverables. Ensure that the content and quality is in compliance with Brion’s engineering specifications and is fit-for-purpose.
-Coordinate engineering support to procurement, contract, fabrication and construction activities.
The successful candidate will have:
-A P.Eng, designation from APEGA and an engineering background.
-A minimum of 15 years of experience, preferably in heavy oil, SAGD in an EPC environment or as the owner’s engineering representative for projects.
-Strong understanding of engineering work sequencing for the different stages of major projects.
-In-depth knowledge of applicable codes, standards and best industry practices.
-A high energy level, able to deal with issues and overcome barriers.
