Scope of Job:
This project will include, but is not limited to:
. Finalization of the screens & reports design;
Development of the E-SCARS application and necessary reports that would provide all functionalities indicated in the attached requirements and any additional requirements resulting from Task 3 below;
. Develop interface to Sheriff**s JDIC system;
Application testing (this will include module testing, alpha testing, and beta testing);
. Documentation which includes code & programming documentation, screen specification documentation, and user documentation;
. System implementation, which includes installation of the system on the County production servers and training the trainers.
. System technical documentation and user train-the-trainer training.
Skills/Tasks:
The technical tasks for the development of the E-SCAR System will be dictated by the project requirements. The Consultant will work under and shall perform all of, but not limited to, the following tasks:
. Develop a complete understanding of business and functional requirements.
. Complete application design and functional prototype which include developing an overall process flow, screen layouts, logical database design, screens anddefinition of necessary reports.
. Complete necessary development, modular and well documented code for the development of web applications, database design and creation, system interfaces, development of reports, and any other development necessary.
. Complete modular testing and system integration. This will include the creation of test scenarios and documentation.
. Assist Project Manager in developing and updating a project plan.
review, evaluate and prepare documentation including data modeling, use case diagrams, business rules, activity diagrams, and other documentation as assigned by the Project Manager.
. Participate in status meetings with Project Manager and stakeholders.
. Complete the implementation of the project. This will include deployment in production environment, system documentation, user documentation, and conducting training.
. Carryout other related duties as assigned by Project Manager.
. Develop and provide an Implementation plan.
. Develop and provide system and user documentation.
. Develop and provide training materials.
Minimum Requirements:
Consultant must meet all of the following requirements:
1. Four (4) years experience, within the last five (5) years in developing web applications, using .NET, ASP.NET and VB.NET development tools.
2. Four (4) years experience, within the last eight (8) years in developing web applications, using web development tools (e.g. ASP, VB Script, Java Script, Java, etc.)
3. One (1) year experience, within the last two (2) years in developing application scripts, macros and programs to automate Microsoft Office applications (e.g. extracting data from an MS Word document) using Visual Basic for Applications.
4. Two (2) years experience, within the last four (2) years in developing reports using Cognos and integrate reports with the .NET application.
5. Three (3) years experience, within the last five (3) years in developing complex SQL queries and stored procedures.
6. Two (2) years experience, within the last four (2) years, writing programming documentation, user instructions, and providing user training. |
