Team Lead- Application Development
 




RESPONSIBILITIES:

Accountable for critical components of application development, including interfacing with clients for requirement analysis and application design, development, testing, implementation, and documentation, providing leadership and guidance to the team while adhering to change management and Project Management practices and procedures, evaluating and adapting to new technologies, and leading the development effort. This includes working with the PMO Office to assign resource to projects within the PMO and to continue to monitor the progress of those resources assigned to the PMO. This includes ensuring that coding standards and techniques are being followed by the development team.

KEY ACCOUNTABILITIES

• Assists with the development of strategic plans related to application architecture, project methodologies, development standards and the leveraging of new technology trends to provided applications solutions that aid the business units in meeting their objectives.
• Leads the development team in the development and managing of Information Systems (IS) related project and resource plans to support the business needs related to system solutions.
• Ensures all stakeholders receive accurate and timely information regarding projects, activities, and issues.
• Provides effective, timely responses to the needs for system solutions, and takes a lead role in detecting and resolving associated application issues and problems.
• Evaluates business needs, and provides options regarding possible technology solutions, while also looking for ways to improved business processes and/or procedures.
• Works with other IT team members, Business users, and Managers to ensure that project scope, timelines and cost are understood by all.
• Leads the development and implementation of projects and initiatives within the IT development arena.
• Monitors and evaluates the application delivery capabilities, and providing feedback and recommendations for increased efficiency and effectiveness
• Leads the team in the detection and resolution of application, architecture and technology issues and problems.
• Hires, trains, develops and evaluates employees accountable to the Team Lead, in accordance with the policies of the organization and best human resources practices.
• Delegates work assignments to staff in team, matching skills and competencies to the requirements of the particular assignment.
• Fosters a positive team working environment by clarifying goals, building the commitment of individuals, strengthening the group’s collective skills and encouraging creativity, problem solving and appropriate alternative dispute resolution.
• Provides constructive feedback to team members and/or contractors regarding performance, training needs and/or career options.
• In conjunction with the Manager, approves specifications for, oversees the purchase of, and implements solutions that help meet corporate computing goals and objectives related to application solutions.
• Identifies, researches, and presents current and emerging technologies to improve application development and business analysis techniques.
• Contributes to the ongoing development of information on new technologies and trends in Information Systems, and analyzes new tools, application frameworks, standards, or development languages in support of current and future Information System’s needs.
• Maintains current expertise, and acts as an expert resource to the IT Department
• As a member of the IS management team, works closely with other senior staff in the identification, diagnosis, isolation and resolution of division-wide complex problems and implementations, while ensuring all parties are kept abreast on the status of the issue or issues.
• Develops and shares expertise regarding business applications, business process, tool, development standards, and maintains up-to-date knowledge of systems and technology trends.
• Acts as a project manager leads project teams through the planning, development, testing, and implementation and support of applications.


QUALIFICATIONS REQUIRED

• A university degree in Computer Science, Math or Engineering or equivalent, coupled with relevant, ongoing education and/or experience in project management, application procurement, application development, design and implementation.
• Relevant practical experience in project management, business processes, control structures and information systems design, development and implementation will be considered in lieu of a university degree
• The Team Lead is a systems and support position with leadership and technical expertise, requiring 7 to 10 years’ experience designing, planning, implementing and supporting applications in multi-platform environment (AS/400 and Java).
• Breadth of knowledge and experience in project management (planning, implementation, measurement) under conditions of rapid change, supporting a diverse user community.
