JOB TITLE: General Consultant - Integrated Assessment Record (IAR) Lead - IAR
JOB TYPE: Contract 19 months + possible extension(s)
LOCATION: Toronto, ON
RATE / COMPENSATION: Flexible based on experience



Our client requires an IAR Lead to manage an operational team in order to support the ongoing use and adoption, support and sustainability of the IAR standards to meet the Ministry's and government's strategic direction and priorities for the Ontario health system.


The IAR Lead will also lead the development, implementation and promotion of sound project management, strategic financial management and business practices to support the senior management team.



The IAR Lead will be required to:




•Support the Ministry in the development and execution of an operational plan to increase the usage of IAR by HSPs across the Community Care sectors while ensuring operational priorities align with the government's objectives for evidence based patient care planning and management;
•Provide expertise and advice regarding business issues potentially impacting the IAR operational plan, day to day operations and other strategic initiatives. Develop and implement recommendations to resolve issues in support of operational delivery, timelines, scope and budget;
•Lead the transition of implemented HSPs into an operational environment and monitor the day to day operational activities to ensure the continued use of IAR through assessment standards, service level objectives, and industry best practices. Lead and review the development of documentation to ensure adequate support for implemented HSPs in an operational environment;
•Work with service managers to support the use of industry best practices with regard to release management, change management, incident management, problem management, privacy and security breach management for the IAR operational environment;
•Provide project management expertise, strategic advice and support to the Special Projects Branch to ensure effective governance, risk management, mitigation strategies and recommended approaches and plans are in place to support project success;
•Manage the development and execution of strategic communications and foster collaborative relationships with internal and external stakeholders, HSPs and third party vendors to ensure alignment with Ministry and government priorities;
•Work with the Ministry, LHINs and the IAR governance structure to review and discuss issues, seek approval on new requests and to provide reports related to the operational activities, and other key deliverables; and to
•Provide strategic input and recommendations to current and future initiatives and manage other operational activities and duties as required.
•Examples of deliverables include:
a. Development of integrated operational plans that ensure accurate and appropriate inclusion of deliverables, milestones, resources, inter-operational dependencies and progress reporting;
b. Lead the development of feasibility studies by ensuring the quality of business cases are developed following the Ministry's framework;
c. Financial and resource management plans; and
d. Communication documents, presentations, reports and briefing materials.



Qualifications:




•Demonstrated experience managing complex projects with a demonstrated track record of delivering successful business outcomes;
•Proven senior leadership and resource management skills including the ability to build high performing teams and manage a variety of technical professionals;
•Strong working knowledge of project methodologies and standards (e.g. PMBOK) and tools,(e.g. MS Project);
•Track record of successful project delivery within approved plan, scope and budget;
Sound knowledge of finance and project cost-accounting principles and practices with demonstrated experience with managing project budgets;
•Demonstrated experiences managing business projects and achieving successful results on time and on budget with high customer satisfaction;
•Understanding of and/or have experience working with common assessments and their application in the Community Care Sectors and the broader health system;
•Demonstrated experience in applying technical solutions to address business objectives in the integration and management of data;
•Understanding of and/ or experience with the maintenance of information standards involving multiple stakeholders;
•Superior consultation, negotiation, and consensus building skills to work collaboratively and build consensus with internal and external stakeholders and business partners;
•Excellent communication and problem-solving skills, exceptional judgement and political acuity;
•Demonstrated ability to manage expectations and resolve major obstacles and conflicts;
•Demonstrated ability to manage cross functional project teams and effectively work in a highly matrix environment;
