Job Summary:
The Project Manager is responsible for the Digital Imaging Project funded by the government initiative Knowledge Infrastructure Program:. This will now be referred to as the Digitization project.
The Project Manager, Digitization will ensure the Digitization project is implemented within an agreed budget and timeframe, using current technology to provide a service that: is efficient and scalable, is reliable and maintainable, can be upgraded and developed to meet future needs, and meets the needs of learners, staff and other stakeholders.
The incumbent will be responsible for the successful completion of the Digitization project, with a specific and definite time limit (on or before March 31, 2011) with budgets (including internal resource costs) of more than $1,000,000.
Duties & Responsibilities:
Develop and maintain detailed plans for all phases of the Digitization project, from project proposal through to project sign-off
Focused on the requirements of the Community Adjustment Fun, the project manager will arrange for, organize and track the positions and staffing levels required to complete the project and estimate the time required
Identify the tasks or other responsibilities that should be assigned to Term Employees or contract staff
Advise on the selection and engagement of any term employees or contract staff that are required
Provide the day-to-day guidance of any of these staff assigned to his or her projects
Manage the relationship with these staff (and any internal staff associated with the CAF project
Manage overall execution of the project, including risk identification and risk mediation
Manage project communication to ensure effective communication of project information to all stakeholders
Manage the selection of appropriate core technologies and standards, and specification of the hardware and software products and applications, required to complete projects
Organize the project, and identify the tasks required for project completion (i.e., prepare a work breakdown schedule). This includes the identification of project milestones (deliverables).
Assign project tasks to project staff
Provide change management services to identify, document, obtain sponsor approval, and execute any changes in scope or detail within the Digitization project
Ensure that all assigned-project documentation and data are entered and kept up-to-date within the Project Portfolio Management System
Provide regular progress reports to the IT project meetings and relevant ITS governance committee meetings, including analyses that show whether the progress and results achieved are consistent with completion of the project on time and within the assigned budget
Lead, administer and manage project staff, including time sheet approval within the Project Portfolio Management System
Perform any other duties normally required of a project manager or necessary for the timely completion of the Digitization project, or as assigned by the CIO
Communication:
Highly effective verbal and written communication skills are a key component for successful project management. This involves supervisory and motivational people skills, change management skills, influencing stakeholders who do not report to this position, and negotiating compromises for resources and time/delivery schedules which can be difficult to obtain.
The incumbent must have the ability to clearly and succinctly present, and sell, technical project plans and concepts to IT and non-IT staff alike across almost every single unit of the University. The Project Manager will demonstrate the value of the project and bring on-side staff from all levels, from a clerical user of an IT system through professional staff, academic staff, and Executive members to garner their support. Documents and presentations must be adapted to and focused on the needs of each audience.
An effective communication plan is part of the responsibility of the Project Manager. This plan must take into account all of the stakeholders, their unique perspectives and preferred communication styles.
The nature of this position, and the related duties and responsibilities performed, requires the incumbent of the position to uphold the utmost degree of confidentiality.
Supervision:
Project supervision of any term or contingent positions hired through assigned-project funding.
Responsible for the day-to-day guidance and progress monitoring of project staff assigned from other areas to this project.
Supervision of external resources (consultants and contract-for-services) personnel assigned to their projects.
