Procurement Officer
 

Working for a rapidly growing organization and with an expanding team, the Procurement Officer will report to the Program Manager, Procurement and will be responsible for:§ Overseeing the acquisition of goods and services for the departments of TransLink, successful tendering and contracting for construction projects and the general acquisition of supplies and services as required for SCBCTA departments in order to achieve departmental business requirements through strategic procurement opportunities. § Creating tendering documents (Requests for Proposals, Requests for Tender), contracts for professional services, Expression of Interest, Requests for Pre-Qualification, and issues Purchase Orders.§ Ensuring that the organization receives best value in all procurements by analyzing and evaluating supplier proposals and results of tenders (commercial evaluation), negotiating terms and conditions, determining award, addressing contractual/technical revisions and answering complex vendor/bidder queries. § Working closely with the end users to ensure proper tender preparation, review, analysis and award, utilizing a thorough understanding of TransLink's procurement policies and the laws of competitive bidding and their interpretation. § Acting as a contact between SCBCTA; TransLink's Risk Management and Legal Departments, external vendors and other organizations to exchange information and practices
