I am a Chartered Town Planner with more than 20 years of post qualification experience. Since 1991, I have been primarily responsible for leading the formulation of strategic development policy and guidance for the Urban Area of Guernsey as a whole and for the site planning of strategic development opportunities. I have lead the process at all stages through information gathering, identification of strategic objectives, analysis of issues and options, public consultation, policy formulation, publicity, representing the Department at public inquiry, presenting the proposals to the States and all the way to project implementation. My personal achievements include the first Urban Area Plan (1995), the first review of the Urban Area Plan (2002) and comprehensive review of the Strategic and Corporate Plan (2000); and the Outline Planning Briefs (OPB’s) for: the Bulwer Avenue Housing Target Area (1998); the Hauteville Action Area (1999); the Bouet (Admiral’s Park) Mixed Use Redevelopment Area (1998) and the Belgrave Vinery Housing Target Area (2005). I have also provided direct planning support to advance key aspects of the Corporate Housing Programme and the Strategic Economic Plan. From 2006 to date, I have been actively involved in the development of a new spatial planning strategy for the island which will inform the preparation of a revised Strategic Land Use Plan and, ultimately, the replacement of the current Urban and Rural Area Plans.
